Thanks to Guy Dumas for helping me answer the question about the type of tree this pine cone came from.

It looks it is a sugar pine cone. The information in Wikipedia says sugar pine cones are the largest of all the conifers. It says they can be 25-66 centimeters in length, so at 17 inches that would be 43.2 centimeters. Just about average.
